I'm not sure I understand what you mean by iterate over the lines of the file. Every line in both files is read by that solution; the paste merges them:

Mandatory arguments to long options are mandatory for short options too.
-d, --delimiters=LIST
reuse characters from LIST instead of TABs

paste one file at a time instead of in parallel
