Sounds like it's refering to a class C subnet (ie 121.23.3.1 - 121.23.3.254). See if there's a netmask associated with it someplace...
You could try posting a snippit of your weblog (might want to replace any sensitive data with ***'s or something first though). Also naming the webserver creating this would help narrow things down too

I would get an IP address and port from eithe r a file or command line. It probably would be as char * or string. So was wondering how I could accept this and increment the last octets?
