telnet

I think you have to say
telnet [ host [port] ]
check if this works

Permission Denied is a bizzare error for a network application to return. Because UNIX permission semantics do not extend beyond the local host in a telnet connection, its safe to bet that something with your local network interface setup is suspect.

Can you post the output of:

ifconfig -a
netstat -an -f inet

It looks like the Sys admin has disabled access to telnet etc, e.g. your getting permission denied because it cant launch the aplication, if it was a firewall or routing issue this error wouldn't have been produced.

It may be that telnet is turned off (disabled). Your location may only allow ssh or another type of secure connection
