Regular account but with more privileges

I have 3 simple and regular accounts the privileges are ordinary
They can't execute or write to differed account but can read from each other
I will like to turn one of the accounts to be able to copy files to other account
But not able to delete any file in other account only copy files
How can I do this ?

I think you cannot give write permission on some directory without giving permission to remove files from this directory. As workaround you can use sudo for cp command. Check out sudo(8)

Helo.
I think that using groups properly and setting the sticky bit on the directories, will do what you want. If you set this bit on a directory you will force that items in the directory can only be renamed or deleted by the item's owner, the directory's owner, or the root user (http://en.wikipedia.org/wiki/Sticky_bit). To set the sticky bit:

chmod g+s /drirectory

Also, some unixes support ACL's which can be configured for what you want...
