Well connection refused seems to mean your host denies ftp (look at your inetd.conf file...)
because for me:
Code:
ant:/home/vbe $ ftp localhost
Connected to localhost.
220 ant FTP server (Version 1.1.214.4(PHNE_36129) Tue Apr 22 06:43:36 GMT 2008) ready.
Name (localhost:vbe):

Couple of ideas:
Look at the localhost entry in /etc/hosts . It should be the first non-comment line and look something like this:

Code:
127.0.0.1 localhost loopback

Also look to see if you have a .netrc file in your current directory containing garbage.
