Logging on via telnet

I have an IBM x330 with RedHat 7.3 that I recently built that appeared to be working fine, but now I appear to have problem connecting via telnet.

No matter which machine I try to use( I have tried this with SuSE 8.1 and W2K Pro), I cannot log into my RedHat machine via telnet. I can ping my machine from anywhere, and I even establish the connection, but when I try to log on as root, the password that I have given it will not log me on, even though it works when I try to log in directly. I went into /etc/xinetd.d/telnet and .../wu-ftpd to make sure that both files read "disable=no" and I also restarted the xinetd service, but that did no good. I also cannot log in via ftp.

I have had this problem before, and I think all I am doing is forgetting to do one little thing, but I cannot remember what it is.

Anything you do that leads me to an answer is, as always, greatly appreciated.

Redhat FTP as root
Redhat.com Telnet as root

These show the files to change (highly NOT recommended is telnet for root...see the link).
