Boot the machine into DOS mode, do not go into DOS from Windows. (I know you cant get into Windows but just thought I would reiterate this for those who stumble onto this in the future).

Anyway, from the DOS prompt, type fdisk /MBR. This is an undocumentated feature in DOS. For other undocumented features, see this link. fdisk /MBR will clear the master boot record. Once you've done this, you can drop you Windows CD back into your drive and do a fresh install.

Whoops. this assumes that you have DOS disks or have a way into DOS.

If you don't have a DOS boot disk, you can also do this booting from an XP CD, going into the repair console, and typing FIXMBR and/or FIXBOOT.
