All services have been restarted. This is a problem that I haven't been able to work with much recently until today and since the changes were made last, the system has been rebooted several times (over the course of probably 2 weeks), hence all services have been restarted.

Have you checked your log? See what is being logged when you try to login to the ftp server? Also Make sure that you have set a valid shell for the account.
