NetBeans on a 1G+ ram might be ok,
otherwise you will get a headache from
banging your head on screen.

There is also JBoss, never tried, but
have heard good things.
Has anybody tried?

Otherwise, just use JEdit.

They are all Open Source and free.

I think that oracles jdeveloper is a very good and fast.
I recommend U this tool.
