The case you present is illegal and so no sensible answer can be given.

Look at it this way... an IP address is 32 bits. The bits on the left are the network number and the bits on the right are the host number. Now somewhere in that 32 bits we need a dividing line between the two. And it must be a rigid line.

Your case is trying to commingle the two. You can't do that.
