I know it's been a billion years since you posted your /etc/ftpaccess file. However here is mine. If mine works and your's doesn't, maybe you can figure it out from the diff (from wu-ftp.org by the way):

Thanks. I just wanted to verify that your ftp process was actually listening. It is, you can see it in this line of your output:

(1) An ftpaccess file problem or (2) Your ftp process is wrapped with a process, (like identd), that is checking DNS (or similar) to authenticate the network connection. Again, I would suggest that you look for logfiles to see what ftp error messages you might be getting. Could you post your ftp entry in inetd.conf ? |

Neo: I've tweaked the ftpaccess file, made it look like tony's above and still not working, i've checked the passwd file (but it works for telnet, just not ftp).

Ok, notice that in inetd.conf you have two flags after ftpd, the -l and -a flags. From the man page:
