Is there any way to revoke some IP address to connect to my AIX server 4.3.3.0 with telnet session?

PxT is correct. With tcp_wrappers, there is an /etc/hosts.allow (and/or /etc/hosts.deny file with examples). You basically deny an IP, or an entire IP block, or a domain, etc. by editing these files.
