unable to create flar

Hello friend,

Now i'm doing JDS3.1 in v440 servers.while checking the lustatus command
getiing out like this

lustatus
Boot Environment Is Active Active Can Copy
Name Complete Now On Reboot Delete Status
-------------------------- -------- ------ --------- ------ ----------
be0 yes yes yes no -
be3 no no no no FLASHING

this alternate boot image be3 only i'm creating the flar archive.

Now i want to delete the be3 or lucreate in be3,but i got message is
ERROR: A Live Upgrade Copy Lock exists: Status <FLASHING> Source BE <> Target BE <be3>.
ERROR: A BE is busy with another operation.

How can i change the status of be3...pls help me
