How to add offset to NTP client so that, for eg., clock is -20 seconds?

You can't. NTP was created specifically to avoid this. The only way would be to use a tool like ntpdate to set the time from a timeserver, and then use date to set the offset.

is there perhaps a way to set time offset for a particular process?
