I'm not a HP-UX expert but talking generic Unix, the 'touch' command works on either a file or a directory.

Have you tried.............

Create new directory
Code:

mkdir <dirname>

Set timestamp of this directory
Code:

touch <opt> <timestamp> <dirname>
