How to stop A UDP protocol on Unix

Dear All,

Kindly guide how to stop UDP protocol on Sco Unix release 5.0

What do you mean by "stop"? Stop services listening to UDP sockets? Block external communication to UDP sockets? Stop users from accessing such ports? Completely eradicate the protocol?
Except for the last one all are possible, but you have to be more specific.

what i want is these two:
Block external communication to it and to stop users from accessing udp ports
