Does "observed" in this case mean observed by instrumentation, or announced as having been observed as such? Data analysis can take months regarding such an experiment.

Good question.

In this case, "observed" means by an announcement. If the data was recorded on Day 1 and not announced until Day 60, then the effective date of "observation" is Day 60, for our purposes.

OBTW, when searching the net, I found a similar "prediction for the higgs boson" on one of the commercial (for money) trade markets (Intrade, as I recall).
