parsing a list with awk

Hi folks,

I have a list of XML files with entries like this one:
Code:
<Item Name="Author" Type="String">Stark F</Item>
<Item Name="Author" Type="String">Pfannstiel J</Item>
<Item Name="Author" Type="String">Klaiber I</Item>
<Item Name="Author" Type="String">Raabe T</Item>

and what I would like to have is this:
Code:
Stark F, Pfannstiel J, Klaiber I & Raabe T

I'm sure this can be done with somw sort of for or while loop and awk but my attempts do not give the required result, especially when it comes to treating the last entry differently

many thanks in advance for all your help!
