/etc/shadow 2nd column with !!

Hi All,

I have this /etc/shadow below:

dbus:!!:14063:0:99999:7:::
vcsa:!!:14063:0:99999:7:::
rpm:!!:14063:0:99999:7:::
haldaemon:!!:14063:0:99999:7:::
netdump:!!:14063:0:99999:7:::
nscd:!!:14063:0:99999:7:::
sshd:!!:14063:0:99999:7:::
rpc:!!:14063:0:99999:7:::
mailnull:!!:14063:0:99999:7:::
smmsp:!!:14063:0:99999:7:::
rpcuser:!!:14063:0:99999:7:::
nfsnobody:!!:14063:0:99999:7:::
pcap:!!:14063:0:99999:7:::
apache:!!:14063:0:99999:7:::

What does !! mean on the second column? Is it password or can the userid login or what?

Thanks in advance.
