Ubuntu has /etc/lsb-release.
I don't think the /proc/release is going to differentiate between redhat and fedora.

Ubuntu and Debian have /etc/debian_version -- if you don't find /etc/lsb-release, it's Debian or some older Ubuntu. As a secondary heuristic, if /usr/share/doc/ubuntu-standard is absent, it's definitely not stock Ubuntu.

/etc/issue is a good heuristic, too.
