You can download kernels from The Linux Kernel Archives.

You can find information about how to compile kernels in the source tarball you download, and there are lots of articles online that teach you to compile kernels.

However, for systems such as Red Hat it may be a bit more difficult because you need to deal with initrd in order to boot from LVM that is common on Red Hat-based systems. You will also lose the graphical bootup screen that Red Hat gives you due to the lack of Red Hat customization in your downloaded kernels.

What version of Red Hat are you using? Last I used Red Hat, they provided you with kernel upgrades, and I don't think Red Hat has used 2.4 kernels in over four years at least.
