ifconfig ce0 down

to bring the ce0 interface down

ifconfig ce0 up

to bring the ce0 interface up

You can also plump/unplumb interfaces.

man ifconfig

Note: This doesn't "stop the network" - i.e. doesn't stop network services.

Cheers
