How to install package from local hard drive?

Hello,
I want to install a .deb package which I already have on the hard drive. I have tried to edit /etc/apt/sources.list to point to the file but apt-get says it can't find it. The package is not in the Debian repository.

Debian 6.0

Searching for "how to install deb package on hard drive" I got:

How to install deb packages | USB Pen Drive Linux

I've never directly installed a package. There were some other hits from the search.

Ever looked at dpkg? man dpkg:

To install a package, you first need to find it in an archive or CDROM. The "available" file shows that the vim package is in section "editors":
cd /media/cdrom/pool/main/v/vim
dpkg -i vim_4.5-3.deb
