You probably do NOT want to skip upgrading the RPM database.

It keeps track of everything that's installed on your system, including dependencies. When you install anything, your installation tool will either automatically install dependencies or tell you to. It would be bad news if the database doesn't know what's installed.

BTW, which distro are you running? Fedora, Mandriva, CentOS, Suse, Scientific?
